Development of the movement:
Guiding in Rwanda began in 1962 with the help of members of the Guides Catholiques de Belgique, but, through lack of support from local leaders, interest in the Movement dwindled after independence later that year. In 1967 Guiding was revived as a branch of the Scout Association.
The Girl Guides set up their own organization, the Fédération des Guides du Rwanda, in 1972, with a national team responsible for administration. The Federation was composed of two Associations, the Association des Guides Catholiques and the Association des Guides Protestantes.
A proposal was made in 1974 to form a single Association, and this idea was accepted two years later by the first National Assembly. In 1977 the Constitution was accepted at a general meeting, a permanent national team was appointed, and a work plan was drawn up. The Association des Guides du Rwanda received official government recognition in 1980.
Programme:
Specific themes and practical training have been developed for each age group.
Relationship to society:
Members of the Association undertake community service and development projects, including work in such areas as literacy, primary health care, vaccination, nutrition, hygiene and handicrafts. In the Butare region the Girl Guides of Cyibumba run a small agricultural co-operative with a farm and craft studio. Members also carry out projects with the disabled.
Improving the lives and prospects of street girls has become a major programme initiative in Rwanda. Several projects have been launched to give girls who fail to profit from school education the chance to learn vocational skills. The main project is run from the Association’s headquarters in Kigali where some 50 girls attend classes in singing, literacy, craftwork, gardening and baking. Rwanda Girl Guides Association also runs vocational projects in rural areas for street girls.
Communication and Co-operation
Leaders from Rwanda have attended events at Our Chalet, and have participated in events hosted by other Member Organizations. The Association has co-operated with other Girl Guide/Girl Scout organizations on specific projects: Denmark has supported water projects through the WAGGGS Mutual Aid Scheme; Germany and Luxembourg, a school leaver project; and Belgium and Germany the construction of a Guide office and community centre.
The Association informs the general public of its activities through newspapers, the radio, celebrations for Thinking Day, and events such as dance displays and exhibitions of members’ handicrafts. It also publishes a quarterly magazine called Inganzamarumbo (Expansion of Guiding).
Training:
The training programme is prepared by the training commissioner in conjunction with the training team. Rwanda has one full-time trainer and training events take place at local, regional and national levels. Local training takes the form of short camps and reflection weekends, and regional training is carried out at five-day camps.
Outdoor and Environmental Activities
Camping is a popular activity among members of the Movement in Rwanda. Guides demonstrate their concern for the environment through involvement in re-afforestation projects and conservation of the rural environment.
